The Pub landlord and his/her customers should be able to decide if they want smoking in the premises. A dedicated room where people can smoke could also be a choice.
I agree entirely with admin. Either a pub could say that “This is a smoking / non-smoking pub” if they want to go that far – it is their business, their choice if they want to accept the custom or not. Or they could have a different room inside the pub where smoking is permitted, away from the people that don’t like smoking.
I hope one day UKIP get into power, then hopefully they will give businesses more power like this to make their own judgements.
